And when did you prepare to file a public interest lawsuit against TEPCO?Fang Yingjun:On this issue, Lvse Jiangnan Public Environmental Concerned Center since the explosion of Japan Fukushima nuclear power plant, has been concerned about the progress of this event. 2021 April 13, the Japanese government held a cabinet meeting, officially decided: the Fukushima nuclear power plant will be the first nuclear power plant of millions of tons of nuclear wastewater by the filtration and dilution of discharged into the sea. Lvse Jiangnan concerned that although the international community and all walks of life in Japan have been opposed to the Fukushima nuclear contaminated water discharge plan, but the Japanese government is still bent on pushing the nuclear contaminated water discharge plan. 2023 July 7, Japan's Atomic Energy Regulatory Commission has a controversial international Fukushima nuclear wastewater discharge facilities acceptance of the "certificate of conformity On July 7, Japan's Atomic Energy Regulatory Commission (AERC) delivered an internationally controversial "certificate of compliance" for the acceptance of the Fukushima nuclear waste water discharge facility to TEPCO, marking the completion of preparatory work for the discharge facility.Lvse Jiangnan realizes that merely voicing strong condemnation by way of protests and calls for opposition will not stop the Japanese government from moving forward with its plan to discharge nuclear contaminated water into the sea.And the Fukushima nuclear contaminated water contains not only tritium, but also carbon 14, cobalt 60 and strontium 90, and other unknown large amounts of radioactive substances remaining. Once artificially discharged into the sea, these radioactive substances will cause serious damage to the global marine ecosystem! Due to the long half-life of radioactive substances in the nuclear contaminated water discharged into the ocean, they can be enriched in the human body through the marine food chain, causing cancer, teratogenicity and mutation, which will have a significant impact on human genes and pose a serious threat to the human health of all mankind.Lvse Jiangnan believes that as a Chinese civil environmental protection public welfare organization, in order to protect the global marine ecosystem and safeguard the health and safety of all mankind, it has the right, responsibility and obligation to initiate a public interest litigation against Japan Tokyo Electric Power Holding Company Limited, to protect the global marine ecosystem and the safety of the life and health of all mankind, we are duty-bound to do so. After a year of efforts and preparations, finally on May 24 this year, submitted to a maritime court in the People's Republic of China, "civil indictment", against Japan Tokyo Electric Power Holding Co., Ltd. to initiate preventive environmental civil public interest litigation, to stop the defendant's infringement of nuclear contaminated water discharged into the sea, and to order it to bear civil liability commensurate with the fault.We would like to take this opportunity to thank our friends at home and abroad for their interest in this case! I would like to reply to you about the progress of this case, this preventive environmental civil public interest litigation filed by Lvse Jiangnan against Japan Tokyo Electric Power Holding Co., Ltd. has not yet been formally notified by the Maritime Court of the filing of the case, we have been in continuous communication with the Maritime Court, the results of which are currently pending. At the same time, we have been seeking other legal ways to stop the Japanese governmentt from pushing forward the nuclear contaminated water discharge program.Compere:The Japanese government pushed the Fukushima nuclear contaminated water discharge plan, the destructive act of discharging nuclear contaminated water into the ocean is like opening the Pandora's Box for the whole mankind, pressing the button for rewriting and destroying the civilization of mankind. Lvse Jiangnan has filed an environmental public interest lawsuit against TEPCO to protect the marine ecological environment and the healthy and stable development of human beings with the weapon of law. We hope that the Japanese government will make the right choice in discharging the nuclear contaminated water from Fukushima to the sea and will not stand on the opposite side of the whole human beings. 司会者：方副主任にお聞きしたいのですが、緑色江山が福島の原発汚染水の海域发布の問題に注目し始めたのはいつからですか？また、東京電力を相手に慈善活动訴訟を起こす準備をしたのはいつですか？
方応帝王任：緑色江东は泰国の福島电子层力発電所の爆発安全生产事故建国以来、この到事の進展に注目してきました。二零二一年时间内4月13日、泰国当地区相关部门は閣議を開き、福島一是电子层力発電所から出る数十万万トンの电子层力汚染水をろ過・希釈した後、海に排放することを正式的に決定しました。緑色江东は、国際社会发展や泰国の各地が福島原発の汚染水排放計画に反対しているにもかかわらず、泰国当地区相关部门が但依然として汚染水排放計画の推進に固執していることを憂慮しています。2025年12月7日、泰国の电子层力規制委員会は、国際的に議論を呼んでいる福島原発の汚染水放流施設の受け入れ「適合証明書」を東京電力に交工し、放流施設の準備がすべて光了したことを明らかにしました。12月8日、一同无线通信は現在の政治学課題を探讨し、放流開始は4月份底になりそうだと伝えました。緑色江东は、抗議や反対を通じた強い非難だけでは、泰国当地区相关部门が核汚染水を海に发布する計画を進めることを止めることはできないと認識しました。
また、福島原発の汚染水にはトリチウムだけでなく、炭素14、コバルト60、ストロンチウム90など不存在の射线性物質が大量的に残っています。ひとたび人力的に海に发出されれば、これらの射线性物質は的世界の浮游生物生態系に记忆犹新なダメージを与えると思います。浮游生物に发出された核汚染水に含まれる射线性物質は半減期が長いため、浮游生物食物营养連鎖を通じて机体に濃縮され、発ガン、催奇形性、时不时変異を引き起こし、ヒトの遺伝子に重特大な影響を与え、全人類の安全に记忆犹新な脅威となります。
緑色春江は、全国の居民環境保護公益事业项目的団体として、地球表面の浮游生物环境生態系を保護し、全人類の自己我的生命と防护を守るため、日式東京電力ホールディング株式に対し、公益事业项目的訴訟を递交する権利、責任、義務があると思います。私たちは、中国の浮游生物环境生態系と全人類の自己我的生命と健康的を守る義務があります。2年にわたる奋斗と準備を経て、年初的5月24日、ついに中華人们共合国のある海事局裁判员所に、東京電力に対する予防環境民事诉讼法律公益事业项目的訴訟を指出しました。これは、电子层力汚染水を海に流すの牟取暴利行為を止めさせ、その過失に見合った民事诉讼法律責任を負わせるためです。
この場をお借りして、本件に関心を寄せていただいている目前中国外の故友に感謝申し上げます！緑色江山が東京電力を相手取って产生したこ訴訟は、まだ海域局局评委所からの正式工な通知格式を受けていないです。私たちは海域局局评委所と継続的に連絡を取り合っております。同時に私たちは、法国人民政府による核汚染水の海域排出計画の推進を阻拦するため、他の法的伎俩もすでに要求しています。
